From highest to lowest:

Certainly all of them, but to some extent. Because each of the above mentioned action could have a negative implication as well, depending the nature and attitude of the concerned employee.
For example, if Manager keeps a close eye on each and every activity / movement that could create a sense of inferiority - that I am being closely “monitored” etc etc
If performance review takes place more than often than concerned person may take it in a negative sense like “ Since my performance is not up to the mark… etc etc….”
In my opinion, productivity and involvement will increase to large extent if the person concerned is taken in to confidence and make him feel trust worthy by management / leadership.
If regular feedback is sought on the various issues like “How the company can improve its clientele / increase production or service quality / customer satisfaction” etc etc then the concerned person will feel important. And once he becomes important in his own sense, then he can go to any extent for the organisation. At the least he will be a self starter, highly motivated and dedicated
All of the above are very important but I believe treating your employees as your most important customers tops the list
Performance reviews, Bonus system, More responsibility in decision making processes, encouragement to make development/innovative ideas7
