It could be either smart ot ridiculous...... depending upon the size of company and the approach of CEO. CEO's of large size company usually dont interfere in the HR decsions. Whereas CEO's of Smaller size companies (10-100 employees) usually knows every job roles and mostly directly involves in hiring process.

Conceptually, I shouldn't bypass my direct manager. On the other hand, the answer to your questions is that it depends on your current position and the surrounding environment at the time.

It would be a smart move to directly hear from a decision maker. Moving from top to bottom is more effective.

It all depends on your relationship with him and his company, and the company culture, in some companies it would be offensive to approach the CEO, in other thats what they want and who they want, I would appoint a staff member if he approaches me, but do the normal testing and vetting
