How can job seeker gets the experience when no one gives the chance to show skills??

Interesting question! Though I would say if the job seeker truly has the skills he will be able to showcase or make an impression/ convince the interviewer regarding the same. Incase if the job seeker has the skills but not able to communicate to one regarding the same, I would suggest him/her to work on it.
