Depends on what you mean by "good project" ?? ...  who decides if a project is good or not ?? ,,,, and on what basis ??

If I have a multi million (7 or8 digits budgeted) project, that has key/strategic value,  sponsored by an influencial executive and regarded as extremely important for the organization success and prosperity, then it would be natural to get all the attention, resources, high caliber team members, .... etc
