Results speak on their own... This person can get away once or twice by throwing the responsibility onto others, but not everytime.. You should monitor every act of that person and record instances, and use them when this person tries to throw away responsibility onto others for his failures.. For managers, it is important to get rid of such people. Such people should change themselves to be productive, or else exit door should be shown to them...
