Do you support offering flexible work arrangements for employees? Why?

Flexible working hour has some international and Multinational organization. It depends on nature of the business. For example, customer or clients business it may be flexible and replace by someone or work from home. However, It should be flexible for senior level but not all level without any reasons and it has to need to open computer during the office hour.
