For normal utilities networks, water, sewer, storm water, etc... it is a civil engineer.
For more specialized works like oil it is mechanical engineer.
Can be both,this depend of the type of piping and the type of work.
A Mechanical Engineer and a Chemical Engineer are Piping Engineer. Though in India mostly Mechanical Engineers are doing the job of a Piping Engineer but a Chemical Engineers are equally able as well as eligible for accomplishing the same job.
