Both can work in the steel construction industry ... civil engineers can use their vast knowledge in the theory of structures to do the concept and development of such projects.Also mechanical engineers can use their detailed knowledge of materials such as steel to also work on such projects . i think the best solution is that they should work together in a team so they can complete each other !

Both have studied subjects such as "Structures: Estimation and Design" at university and can work in construction although Civil Engineers have wide and more knowledge in Steel Structure Design than a Mechanical Engineer.
On the one hand, Civil Engineers deal with design and construction of structures that are intended to be stationary and a steel structural engineers deal with steel permanent structures. On the other hand, Mechanical Engineers deal with machines and their uses ( so they have to know about materials such as steel)

As a professional, it depends on the job required as a steel structure engineer. If the works are about the "design of the steel members and connection", it is a job for a Civil Engineer with Masters Degree Major in Structures or even a Bachelors Degree in Civil Engineering with relevant experience in the design of structures (steel and concrete). It is because we have the subjects about design analysis and principles in our curriculum.
A civil Engineer because the high rise buildings, briges, underground utilities, trusses and so many other structures needs a steel sructure civil Engineer.
