If the sales guy is from the same industry carrying experience on his shoulders, then it depends on the level of enthusiam of the individual in order to acheive the sales target. If the new sales guy wants to establish his position in the company, then you might expect him to suceed most likely but in order to stride in the optimum, it generally takes more time.
A new employee selection process is the key. Whom he reports, who are reporting to him. If he/she has the right eperience, knowledge and skillsets. Then a System should be in place for he or she to work. The System Governs not a particular manager.
