Why Schools Don't Educate, and What are the actual causes (educational and moral) that make the learning process somewhat "difficult" with children?

Here in the UK (like many other countries) the focus is on attainment of qualifications rather than learning for the individual need. So the middle60% of a group get the attention, the top20% are good enough to pass so dont get the attention and the bottom20% are not going to make it so are basically left to it. Interventions to the bottom and top sectors is normally based on either 'gifted work' or 'special needs' therefore the school / teacher get the grades required to be 'good' but the studentsjust get a qualification. Educationally we are stuck on 'how much you attain' rather than 'what you attain' and is relevant to your future.
