Based on the work of Knowles', your statement is true. There are however variables that can influence this theory, such as culture.

Ideally is so, they should be understand their needs to learn for improving their skills to have achievement or development. But some might feel bound to attend training because of management requirement and etc.

I do nt agree because it depends on each person. Some do not know the opportunities of the new learning and therefor they are not motivated to go through them. 

They sbould be otherwise there is no value or retention of the time and money spent.
