Quite a common tool for requirements qathering is the MoSCoW quadrant. This sets out the minimum or maximum requirements under the following criteria:

 

- Must have - Absolute essentials

- Should have - Expected, but not essential or subject to variation

- Could have - Extends the requirements beyond the bare minimum, and could include new concepts that the provider would like to propose as value-add

- Won't have - Allows the stakeholders to state what they do not want, so as to draw focus and priority on the other aspects of the requirements
