Do leaders nurture an organizational culture focused on performance improvement?

No doubt about that. They would not be leaders unless they promote for continuously improving & self-motivated employees, on the organizational scale. This happens simply because a leader must have a vision and future picture needs to be achieved, the only means for that, scientifically speaking, is trustworthy & organizationally supported performance management system.
