Who is the responsibility of a quality project is the Project Manger construction team or QA/QC Manager?

Quality is responsibility of all.

Project manager  construction team is the one who deliver the quality and QA/QC manager is the one who monitor the quality. Both are equally important in quality.

Project manager first level and QA/QC on second level

Both are equally responsible. Project Manager construction team is responsible for completing the jobs with quality.

QA/QC Manager is responsible to monitor and ensure the quality and take corrective actions whenever quality of the project is not maintained.

Both togather are responsible for all Quality controll of the project
