Actually, It doeasn't matter if applicants have LinkedIn or no. Basically it is same what we have to put on its profile page with the contents of CV requirements. Perhaps the advantages for recruiters if applicants have it are helping the recruiters to cross check the CV's of applicants and getting some informations which might not be writen on CV.

In India most of them are not updating there profiles in Portals when it comes with Senior Level..
You cant get a profile for VP OR AM in portals but there is a chance to get in LinkedIn .. n some time it works too.. but take bit time to reach them

It does not neccessary to recruit someone who has Linkedin profile o not.
It does not necessarily matter and the choice is yours but it it is another avenue to showcase yourself to the market and as it is possibly the biggest business networking platform it would only limit your opportunity.
LinkedIn is a globally used tool and having run both Internal and agency recruitment teams it is definitely a tool I will continue to use as it typically forms part of a wider communication and marketing strategy for companies as it is more than just a profile. You are able to follow companies yo are interested in and get some insight to their activity.
Again the choice is yours but it may be worth asking yourself, why not have one?

I don't believe it would be a show stopper to have a profile or not if the company decided to hire you. However, having a LinkedIn profile would increase your chances of finding new opportunities, in addition to other benefits.
