I use copy and paste from pdf  into Excel, then select "DATA" tab; select the text to columns facility.

Then fixed width facility works reasonably well.

When this method fails, alternative method is to copy the pdf text, paste to word, it puts it into a table that makes sense, logical order, then I copy and paste this as unformatted text into Excel.
