Differentiate outstanding and exceeds requirements of the job?

Exceeds Performance: Achieve targets from100% to110%.

Outstanding Performance: Achieve more than110%.

Outstanding requirements of the jobs are those being directed for strict compliance which are deemed critical for the company's achievement and positive realization of goals and objectives while exceeds requirement are partly essentials or those which are helpful to succeed in the positive and full compliance to attain the outstanding requirements of the company

In my opinion, outstanding would be regarded as completing a specific task to the best of your ability. Exceeds basically indicates that a person is either over qualified for a job or that person has done more than the required minimum for a task.
