There is no policies in this earth about controlling the population. Controlling population is only a single part that we can see in world politics. Its like democracy, Human rights, free media, Fair trade, Capitalism ..... though we all know they are just "Words" that are made for another secret agenda. Controlling the population can be done with birth control - like in china.
