True, but not all cases, there are some jobs require an assessment to determine the capabilities of the staff the fact that the tasks entrusted to him with high sensitivity and requires some effort, focus and follow-up to achieve some desired results 

Here are some of the functions is not necessary and an assessment because the assessment is not only a standard for some jobs and some employee to monitor the productivity of the employee

I believe it also recognizes the progress an employee make through out his life cycle at the organization,monitoring progress brings positive growth which is needed if the person concerned is to evolve from a transactional mindset  to a transformational mindset.

Yes I belive the answer is yes. But there has to a strong quality control to check the out put is of value and rules are not broken to achive targets .
