It depends on the employer need. I am against this idea because when we circulate a advertisement without prescribe form thousand of application inbox. However, potential candidate is absent for that reasons I encourage prescribe form.
This is a wrong approach from my point of view, because you are not presenting your self as per the employer need, rather being general, which may iritate the employer as it would be useless of not that effective for the employer.

I love answering this question very much, it is actualy a reapet answer I have given just a few minutes back, however as this is asked more openly I will answer it. You are correct that there is competition, but the reason why a SV is sent in general is that sometimes even if the candidate is the right one, the resume does not come due to keyword limitations. When a person has the level of experience required if not the same feild but is well to do with the functiosn and he roles that the company is looking for he/she will send a general resume.
This sometimes helps the person and the recruiter because you never know if it is selected, and trust me getting the ight candiate in this timeis very essential for buisness.
