Check the area is safe before attempting to do anything
The first action in any emergency situation is to ensure you do not put yourself into danger, estbalish the area is safe. Then if you are medically trained to do so assess the victims condition by first checking that they are breathing and have a pulse. If no pulse is detected call for an Ambulance and begin CPR until help arrives. If a pulse is detected check for severe bleeding and call for an ambulance then try to stop the bleeding with what you have at your disposal. If you are not medically trained to assist call for help and try to make the victim comfortable and reassure them if concious until help arrives.

Check the safety of the scene,then Activate Medical Assistance before doing anything.
Ensure Safe My self then Check Response
check the scene if safe, then check the responsiveness if unresponsive, then proceed checking the circulation,airway and breathing.
clear the area and have someone call 911
Verify Scene safety then Shout for nearby help.

Check victim response and breathing,dont waste time for pulse checking
if Nothing , immediately call EMS and Start CPR if you are medically trained to do so,when successful assure patient recovery position until help arrives.
