As a manager we can not stop or banned any body to fall in love...it is natural phenomena and noboday itself cannot stop himself but it doesn't mean we accept it..it should be ignored
Should be ignored till they does not effect organisations productivity
In today's world nobody needs the office to have a romantic affair. Office can form a platform for meeting colleagues and getting introduced and no more. Even if two colleagues are in love there should be seperation between work and personal life or else the productivity level will go down with time.
They can meet as much as they want outside the premises and live a romantic love affair.

A company policy about office romance can be set. Legal liability for potential harassment cases can become a huge problem for an organization. Similary Manager/Employee romantic relationships. Intra-office dating may lead to other problems, too. For Example the productivity may go down when people are distracted during the day, and dating in the chain of command may lead to suspicions that favoritism is at work.
Must be banned.
This should not be at the cost of Discipline in the organisation/office atmosphere.
I heard about companies in the IT sector giving monthly allowance called as "Dating allowance''-not sure about it.
This is actual issues that occurs in a mixed work environment, just like any other environment. You cannot control feelings, and nobody on earth can. You cannot force anyone to like or dislike anyone else nor can you force a man to ignore his special feelings for a woman in- and outside the company (and visa versa).
So you cannot forbid it, but at the same time, it is difficult to accept it as it may disturb the entire work sphere. It may also cause a distraction. In some cultures, it may harm the company's reputation.
I had a similar situation with an employee who got engaged with a female colleague. I had to warn him several times until his fiance left.
I worked for a short period of time in a company and one of the company's rules was "the office affairs are completely forbidden". What a joke! Even if a company forbids romantic affairs, then of course it would carry on happening in secrecy. You can't possibly find a way that averts people from doing whatever they want even if this is causing problems to their own job and future. Some things are inevitable. So, the company may forbid it but it can't do anything to prevent them. Of course, office affairs are so problematic because if they don't turn out ok, then you have a disapointed couple in the same environment!
