Most hiring processes are getting "computerized" and I believe it depends on the employer's request;If he/she asked for a hard copy it is better to be a hard copy, and if the request was to be by email, then email. Both ways should be ok as long as employers can get your qualifications !
Hard copy cannot make any visibility to select the candidate. Email to CV to the employer will be easy and cost effective for the candidate. I think e-mail is a better medium than hard copy for selecting CV from database.
This might actually work sometimes. Provided that the one who will take your CV will actually bring it to the one responsible of recruiting, and not in the trash bin next to him/her. So better to look for the HR in the company and hand it over directly to them instead of just leaving it in the reception area or to the security guard.
