This is subject to debate. Performance management is there to make sure people work according to set criteria and achieve this. The moment individuals see that management use performance ratings to force down ratings, individuals will use the multi-rater tool to enhance peer ratings. Performance management should enhance performance and not to downgrade people to fit the budget.
