Questions and queries are good and must not be suppressed or ignored. Address it with an intention to either get convinced or convince the other side. Any other option of ignorance dilutes inter dependency and trust.
However, having said so, employees ought to understand that salaries and promotions are not demanded but earned.

When working up to that stage, it is a dangerous indicator
Indicating a poor working environment and management does not care about workers

A good manager in my view does not avoid any issue/concern or request that his employee may have but instead try to enquire if they have a legit reasonable demand and analyzes if it can be satisfied within company resources or if it is well deserved.
A good manager understands that important employees are revenue generating assets and should be retained. I don't see any reason a manager should avoid paying attention to a vital issue.
If the employee is generating good profits for the company, well qualified and his/her role in the company's success is vital... Then why should a manager avoid listening to their salary raise request?If the employee is willing to offer his resignation due to un-avoidable circumstances, why should they be avoided?Transfer issues too can be dealt with valid requests which might be necessary in some cases.If a valuable employee has a genuine issue due to which he needs to skip work and his matter is of pressing concern i would not turn them away or avoid listening to him/her.If the employee is giving their best at the job and fullfilling their duties to maximum satisfaction and require PC/office equipment upgrade to perform better or to enhance their productivity and reduce their stress and effort as a result, why would i avoid considering his/her request?
All these issues/concerns etc depend upon the situation and genuinity of the matter.
Neglecting their reasonable demands today can result in the loss of a valuable asset from the business.
First two are strongly avoided
