Effective Performance Management drives consistency of whole evaluation process. It is the process of creating a work environment or setting in which people are enabled to perform to the best of their abilities. 

It is a whole work system that begins when a job is defined as needed. It ends when an employee leaves your organization. Under performance management you create a system to ensure the best quality performance. There is a clearly defined monitoring of the performance and ensures the required support. Hence during the performance appraisal / evaluation process it drives consistency.
