True. For performance mangement to be effective1st the supervisor has to explain the KRA of  the emploee , the quality and the productivity parameters. Only then can the process be successful.

It is false.

Performance management includes activities which ensure that goals are consistently being met in an effective and efficient manner.Therefore it should facilitate conversation between supervisor and supervisee so that that goals are clearly identified and communicated as well as monitored.
