this is rather a difficult question and difficult to answer too
In this competitive world unfortunately we all have come to understand that one is only worth the job one is holding with its attendant compensation and trappings!
At times i beg to differ from what others think or what markets accepts as a true recognition of ones experience and expertise!
often i have seen that those with better experience and expertise do not get the due recognition! I for one believe that it is for the individual to feel if his worth is recognized and rewarded! others, simply may not have the true insight into this complex issue.
Monetary compensation is just a compensation and not a reward!. if one is truly dedicated and loyal, no amount of compensation is enough! this is to say that any compensation is just subsistence allowance. Also to be kept in mind is that an individual may not be focused on monetary benefits at all after a certain stage in professional life.
often experts or talented people may be looking for a conducive work environment so that they could contribute without the distractions and impediments in the form interfering bosses, jealous colleagues and lack of infrastructure etc.
One is worthy if one feels it from within and it is not necessary for any one elses recognition. A gem is a gem even if there is recognition or not. for that matter most people will fail to recognize a true gem.
many a time the customer needs to be made to realize what is on offer and how to value it. most often when totally and truly innovative products are launched it is for the launcher to decide how much it is worth. similarly an individual with true talent and experience can actually demand compensation ones due worth.
those who are able to articulate and position themselves in a place of demand are able to realize and attain their expectations in terms of designation, monetary compensation perks etc. on the contrary there may be a more experienced person with a higher expertise but is unable to market himself! then the true worth of an individual remains uncompensated or undervalued!

The acceptance of a candidate and provide them salary for concern job is a simple strategy for employers “They need to select a candidate who is suitable for the concern position and they get maximum output compare what they are offering or paying. Here employer looking for his own benefits not the employee’s benefits. So that's why many talented, experienced and skillful professional are working with low packages due to their own constraints, helplessly or competitive atmosphere.
What the companies are getting compare to what they are paying is a huge gape for professional worthiness .The employees are always in the difficult stage to feed their families.
After finding a job a candidate is bound to perform his duty with hard work and sincerity. The output of professionals performance by focusing on main goals and executing the job, to satisfy boss, company, organization and bring maximum positive output is total personal struggle to succeed in the same organization .Now during this period if employees are happy or sad they should to perform best because this is their job and for that they are getting salaries otherwise the doors of resignation and termination are always open.
Salary offering is not always justified with our worthiness it is a deal between employer and employee where the winner is always an employer and employee must do compromise to live happy.
If a professional is experienced, confident, skillful and having the ability to handle the required task then his value by selection and payment must be higher compare to others.

There is no comparison even between individual...... I agreed, there is sometimes lack of acceptance for someone, but it is temporary.......
AS BRANDS need time to establish in a newer market.......... BRANDS also needs some serious efforts to be recognized among the top brands available............

They are commonplace in our professional world and because they're commonplace, my realistic answer would be "Yes, the market dictates". My principal & idealistic answer will off course be: "No, fair valuation is not always determined by the job market".
These are all primary considerations and only the real result and effectiveness in the position that favor the purpose for which the appointment was made need be counted. The experience, qualifications and the professional track record are only an indication you can rely upon, but the adaptability to the present environment is more important, where as others prove only a justification of your actions being appointing a person for the job position.
I don't think that this the only measure for your expertise. It depends on (for example) how much the market needs your expertise and how you present yourself.
