Quality Circle is a group of people from the same organizational area who meet regularly to solve the problems at work place.

1. A quality circle in a company is a group of employees that meets regularly to consider ways of resolving problems and improving production in their organization.it also exists in volunteer and non profit organizations.

in my point of view the quality circle is

 a volunteer  group composed of workers, who do the same or similar work, usually under the leadership of their own supervisor (or an elected team leader), who meet regularly in paid time who are trained to identify, analyze and solve work-related problems and present their solutions to management  and where possible implement the solutions themselves in order to improve the performance of the organization, and motivate and enrich the work of employees. When matured, true quality circles become self-managing, having gained the confidence of management.

A Operational team comprises of all Cross functions who all are responsible for a given task / product will find a solution at their level itself
