Even if the user ratio between the two becomes2 :4, businesses will keep asking for both version of app because they don't want to miss out any customer in the market.

In order to publish a mobile app version of your site or product then you need to worry about both android and apple users ( you can't ignore any of them) , after that if you want you can look at windows & blackberry apps.
But for a start i think it depends on the region, so if the users are in the middle east then you can start with the android app, for American users its better to start with the IOs app version but absolutely you need both.
