A copy editor's job is to edit typographic errors, grammar, spelling, fragments and other erroneous part of a report, but it has never been his job to totally change the whole content and context of the original manuscript written by a reporter.
A copy editor is responsible for editing the English language (or the language the manuscript or the report is originally written in) which means they edit grammar, spelling, and style in a way that doesn't interfere with the original meaning given by the author. This needs cooperation between the author and the copy editor in order to reach the perfectly written version that is understandable by readers and still looks elegant and gives the meaning intended by the author.
