Yes.  Trust is the most important thing.  Because in underdeveloped countries to start up a project is inter-dependent on many factors and hurdles especially when Financial support for the project are inadequate as also the external factors and dependence on Government and other agencies.  Many initiative will be based on Trust and promises relying on which any decision is taken  breach of which may result in ultimate loss and reputation and need face problems from many angles.
