Yes that is true. For many reasons. One of them is that management need to make decisions based on information they get from their employees, facts and things going in the company. Therefore they need to be certain that the information they got is correct and clear.
Besides, they will be accountable for any decision they make. If they make a faulty decision because of faulty information, they usually get a chance to move the accountability on the employee who provided the faulty information.
In addition to that, clever management has the policy to make every employee replaceable. In case an employee stops (for any reason) his successor can smoothly take over using paperwork.
Thank God for paperwork - lots of it. Almost everyone would agree that reduction in paperwork would lead to increase in unemployment in direct proportion. We were told years ago that the advent of computers would gradually lead to a paperless environment, but it does not seem so. I have had to print and upload copies of SAP requests after running around and getting them duly signed off by stakeholders. Paperwork will remain so long as there are trees to cut and positions to protect.

It is true. But in order to complete the paper work, we need to fill in the data which is supposed to be the result of the work carried out earlier. Without these details we cannot complete the paper work. All these methods are slowly changing even in small establishments after the office automation has come into force. Today the details are fed into the software and the management is able to take the consolidated report. The input details normally correspond to the previous entry. Hence if a wrong or manipulated entry is fed in then the software does not accept such entries. This advancement also saves the usage of resources. The management sincerely believes that if there is proper reporting then they can control and guide the business in right path. I totally agree with the management.
The statement is true. In any large organizations as a measure of self protection, the management adopt these strategies, especially in public and government undertakings--avoiding their real responsibilities in their work.
Many tenders are over quoted but most of them over protected by the power of their paper works.
