A person who speaks well does not automatically make him/her "perfect" for the role, his/her ability of coping with the responsibilities could be nil. Organisations to save time and cost often recruit internally which is basically depriving fresh innovative personalities from bringing something new and modern to the business to benefit it in the long run.
No, it is a time wasting process as most of the time companies hire on references. Now a days external persons are not hired. This has created a issue for fresh graduates as they do not have any references. Companies make use of them on low salary and throw them like a prototype which is making recruitment process an outgoing useless process.

What i mean in this case is that, in most cases is better to choose a person who is easy to work with. When i say easy, i mean a person ho gets along with its supervisors, team members and tasks that are given to that person. One more thing is, when a person that doesn't have the best qualifications, experience or skills is being chose, in most cases such persons gives more, and do the best to learn and gain knowledge.
