Thank you my dear friend for your invitation ,,, Project manager is the person accountable for accomplishing the stated project objectives. Key project management responsibilities include creating clear and attainable project objectives, building the project requirements, and managing the triple constraint for projects, which is cost, time, and quality. The primary challenge of project management is to achieve all of the project goals and objectives while honoring the preconceived constraints. The primary constraints are cost ,time, quality .The secondary and more ambitious challenge is to optimize the allocation of necessary inputs and integrate cost and time to meet pre-defined objective, so the budget mean that how to distributed the cost with time for project in order to get the final objective that is the quality , which I think that it is the most important objective

The three most common primary objectives in project management are lowest cost, highest quality and shortest time. Very often the gain in one of these objectives needs a compromise in the other.
I have to agree, all3 are to be taking in account to manage a successful project.... the cost, time and quality depends on availability of material and dependable contractor (s) which do great quality work ... in this I have not counted in the environmental difficulties which could make a project longer and therefore it could cost more. (unforeseen weather, geological issues overlooked in earlier stages...)
because if we fail in quality that cause Sabotage the company's reputation.
The Cost, time and quality are equally important for management of a project. Quality and time management are more important than cost because cost depend on prevailing market situation for materials and labour which is already considered in approval of the project.
All three is equally important and if one knows how to balance between them he knpow the art of handling a successful project.

From the basics of geometry that projects be economic In my experience is determined by the type of project and the extent of benefit from it in which is determined by the preference reported in your question In some important projects and special character is the time in the first rank, and quality and cost, either in normal circumstances be ranked first cost the quality and the time and thank you for the invitation.
