No, they are there to safeguard the rights of consumers and protect them from undue exploitation of malicious private business entities. They do have their limits and there are laws that dictate how far they can go with respect to their mandate.

Consumer protection entities ideally work to protect the consumer from issues of product quality, price monopolies, and business malpractices among other things. Sometimes an organization may benefit from positive/negative feedback about it's product or practices leading to improvement in quality of the same. Business symbiosis is important to extract positives from negativity so that both parties benefit. Unfortunately sometimes there is more harm done to business due to such entities.
No I don't think that consumer protection harm the business on the contrary It helps good companies to imrpove and take the bad ones out of busines
