As long as you do not have a proof ( video, records, witness. ..), my advice is to forbear. In my opinion and according to my limited experience it is really hard to face, record and report such incidents in the Middle Eastern countries.
Report it to the governmental authorities and to the top management, proper documentations and proper evidences if available. You don't want the victim to be the alleged criminal.
Sexual Harassment is a very delicate area to discuss and in each country the terms are different, however it all goes back to morality and professional behavior at work, Before even thinking about reporting as such Review Your Employee Handbook and/or Collective Bargaining Agreement, Determine Who to Report to, we have to know all the facts, rules and regulation, we cannot simply report harassment based on speculation. Proper proof and evidences are needed, most importantly and eye witness who is willing to testify. But many people avoid such report because.1- they are afraid of losing their job,2- They do not want to become public record. Once you make sure of all the facts then you must take reasonable steps to report the harassment to your employer.
Even some typical kind of harassment are evident in this platform itself. Many Good participants are reluctant to evolve in learning and development and for career prospects. Even though there are evidence felt it cannot be initiated for action on account of certain logic behind and diplomacy in initiation of actions.
Same is the case with harassment at the work place. We have to change that culture. only a few cases are caught and punished.
WORK PLACE SAFETY IS EVERYONE'S BIRTH RIGHT.
First of all report to the company management & inform the concerned authourities.If you have any evidence or proof , handover to them.

Thank you everyone, excellent answers! This indeed is a sensitive matter and reporting procedure might vary from company to company or organization to organization. Important thing to keep in mind would be whether or not it is/was intentional.
Written compliant to be given to the concerned Authority who is superior to the person involved in the organisation.
Depends what country your working in. These claims can lead to a life or death situation; remember girl from Iran?
In the United States there are several approaches, I am not sure how well this is handled here in Gulf countries...
Seek proper procedure in filing complaints through HR Department. They can help a lot through their expertise in managing such delicate issue. HR can provide an appropriate action or sanctions to concerned person.
