How is the appraisal used in relation to merit increases in terms of HR Performance Management?

Checking employee's target goals versus achievement at the end of the appraisal period.  

Measured by standards that have been identified since the beginning and it evaluates employee productivity and verify the extent of entitlement to do this performance

Higher performance above the standards prescribed is always an indication of better appraisal of the employee.
