No! usually in initial interview i prefer to ask current salary and expected salary so that it would helps us to decide his intention.
It happens after you the resource is selected to take on board. So if this question is not asked you need not to mention the salary.
in many situations recruiters not discuss salary in initial interview, once concern department finalize candidate then employer negotiate salary n made offer.
I always find it important when someone asks me about the 'salary range'. Its a twofold observation, on one hand it tells me that the prospect values his or her time and on the other it shows confidence. Even if you don't get shortlisted the prospect ends up knowing that it wasn't all in vain.
Basically you can aks approximate salary range of position you've been interviewed. In general interviewer should mention it with all package they can offer for successful candidate.

Of course not. You should not start your salary expectation, if the employer did not require. Salary depends on your knowledge, skills and ability. If you met the employer requirement then employer will negotiate to you. If you do, employer will think you want to work for money.
Of course, you should be aware of the value of your knowledge and your time!
If employer is not asking, then one ought to be careful and better not to open up on this. There may be one of two scenarios;
1. Employer has decided not to pursue with you
2. The hiring process has not finished yet and one may be required to appear for the second round.
Either case, one should not tell if not been asked.
