I think the end of the project is mesured when the client is totally satisfied.
Formal close-out consists of the following steps:
Finalize the previously agreed to deliverables and forward to the end-user.
Receive formal customer acceptance of the deliverable. This may be an iterative process until the customer is happy with the final result.
Receive final sign-off that the customer has accepted the project.
Document “lessons learned” for internal use.
It's over.

Last step of closing the project is when client appreciate your product and your archives are completed.
b- client appreciate your product. If client appreciate then obviously it is completed in all aspects and accepted by client.
My answer is choice d)Archives are complete
I think (d) is the best answer.
