First of all, let everyone know whats the agenda so that all are prepared, then involve all in the meeting to contribute or voice their opinion. But all that depends on what kind of meeting we are to have. If its to do with work practices, products/launches then the ball game is completely different but in a nut shell:
1. Agenda must be made known to all.
2. Time for preparation should be given for them to study and come for the meeting.
3. Minutes must be maintained for recording who contributed what to the topic.
4. Appreciation of the best suggestions made should be made clear to participants.
Arrange the meeting in its most appropriate timing so that all can participate in accordance with the schedule. Clear understanding and conveyance of the subject matter. Allow all to actively participate, Leave all the remains inside the Conference hall and not allow to drag any issues after the meeting. Document the meeting proceedings clearly and in authentic manner. The purpose of meeting a two way communication and should not be confined to one way resolution. The opinion of the participants need adequate evaluation and recognition.

I agree with Mr. Ibrahim Hussein Mayaleh, but it depend mostly of the character of the meeting. Some meetings could be open for discussion and other couldn't. In generally most important thing is the Agenda which means the manager should know very exactly what the goal of the meeting is and the last point of the agenda of course is the time for the open discussion or questions.
