As an HR Manager how can you manage relationship between Management & Workers ?

By making (( Internal Policy )) which really can be applied within the company and not the ideal one but can't be applied , to reach up for the concept of (( Reward & Punishment )) to let all employee be sure as much you will work as much you will receive back , also if you not work and watch you duties then they are procedures will be taken and may reach up for termination.
