Why does gulf countries hire only experienced graduates? does it mean fresher graduates are not capable?

Good question my friend.
But that statement is true not just for the gulf countries.
Its hard for a person who has, lets say, one year of work experience, to find an employment again.
Because, employers usually target someone with no experience (internships) or professionals with at least3-5 years of experience.
For someone in between (1-2 yrs) it is really hard to get employed.
It makes me wonder why.
