Most organizations grapple with such problems... because each manager who sits in the interview panel, interviews the candidate from his own perspective.
That's why it is important to have a "list of competencies" that we are looking for, and everyone in the panel keeps their focus on this "competency list" at the time of interviews. That's one of the main advantages of doing a "competency mapping" in the organization.
Testing options need not be applied to all candidates - but certainly upto mid-management levels, when niche technical skills are being looked for, tests will help.
Also, when you visit engineering / management school campuses to recruit, certainly a screening test will be needed to filter out the best talent.

Pre-employment test could be a HR strategy to have a deep searching about the candidates skills, and to ensure that candidate is capable of doing what he/she is saying, and know how to handle different situations.
It could be also as test for writing skills !
