You can hire fresh graduate and create career path for younger graduate.
Look, to be frank, the world is changing regardless if we like it or not. And the opportunities for most people are getting thinner and thinner since there is a lot of competition. Since the world is progressing every company needs a number of youthful employees around so that new ideas can be shaped into actions and initiatives within the company.
My solution for this would be to uphold a meeting and discuss the importance of having new ideas within the department and the need for youths to be hired within the company.
Or in job interviews try assessing the hiring manager to ask questions to these young candidates to hand them a couple of ideas of what change can they bring to the company if they were hired. Based on that idea you can learn a lot about how they approach these issues and tend to fix them.
Or you can have these young candidates do internships and not a full-time job that way you can assess them based on their skills at work and how crucial their ideas are. With this, you get to keep the veterans happy and not feel threatened and you can give the youth a chance to prove themselves .

Unfortunately, that's true because old employees have alot of commitments that they will suffer if they quit their positions and maybe they don't have the ability to learn new technologies to competion
If the old emplyee is an Old man, he will try to continue.
