CV = EV - AC

200 =700 -500

CV = EV - AC =700 -500 =200

SV = EV - PV =700 -600 =100

So the project is under budget and a head of schedule

 cost variance =  earned value  -  actual cost

        CV            =          EV           -        AC 

        200           =         700          -        500

I agree... if the actual cost is500 and the earned value is700 the difference/cost variance is 200
