Mostly I think Cost Plus Pricing is used in GCC. However, I also agreed with Mr. Venkitaraman views.
For different products different type of of pricing strategies as else where, definitely cost plus basis is more practical there, because most of the items are imported ones and the establishment expenses also a little bit high which cannot be controlled easily. It also practice promotional pricing, as sales promotions play a vital role to improve turnover and also to attract mass customers.
I don't know because I have not worked in Middle East.

I have lived on the Dutch Antilles for years, small islands but not very different, because most of the things are imported also. There they use Cost Plus Pricing, and sometimes profit Plus Pricing
I see it more of a keystone.
Keystone pricing is a method of marking merchandise for resell to an amount that is double the wholesale price.
