From BIOS but you must make password for BIOS ( but when any one remove motherboard CMOS battery he can get USB back )

From Windows use Group Policy ( also not the best restraction )

From Windows By Encription And put password to your windows ( its dangerus if you forget Encription Key or not save it in safe place )  or use bitlocker

you can put a password for your Hard Disk ( e.g Wistern Digital )

an administrator can prevent using of USB Drives
