In fact it's two month behind.
What would you do?
It is a very interesting challenge that I love accept.
The first that I will do is to concentrate on inspiring and motivating the team in order to charge them. At the same time, I will fight for them to get them their rights. I will work on getting true commitments from my management to pay the outstanding loans to the employees within a very short time. I will make it clear to the management that I can only guarantee my success and the success of my team, if and only if this issue is solved to meet employees wishes.
1. Arrange for a temporary advance--part payment of salary to be adjusted with arrears.
2. Convene a meeting and assure them regular salary next month onwards.
3. In between talk with the management for regularizing the salary payment.
4. Follow up to make sure that the words are kept.
5. Assure the employees all kind of co-operation from him to make certain that every thing goes as per scheduled. Make sure that their minimum requirements are not interrupted under any circumstances.
6. In the event of any further difficult situations payments will be assured at least in the form of part payment, if the rules of the place permit so.
get them paid ASAP... not sure how it works in your region, however I have not seen any one working for a company which does not pay them on time ...
If you have good dependable workers you want to make sure they get paid and do not leave you for a job where they get paid on time.... remember they have families too.
I worked with a controller which had the habit to pay our vendors (Net30 agreement) on a regular bases on Net90 terms.
He asked one day how I get such good pricing, I told him how I got to the pricing and added "in order to keep his pricing this low he needs to be paid in time, since he is one of my small business vendors and needs to pay his suppliers in time". The controller agreed to pay my small vendors withing the Net30 agreement, however not the big businesses which were able to deal with these kind of financial delays.
My point ... I needed these vendors to supply me in time at lowest cost ... therefore I made sure payment been on time.
I do not get paid ... I ask my manager why this is happening and when I receive payment

In my opinion it's strongest challenge. It is also a good chance to win the loyalty of the work team on the one hand and enhance the company's confidence in me. First I'll invite all to a meeting and discuss the situation with them . a quick calculating process with project accountant to provide a sum of money to be distributed to members of team as pocket money for each one of them. The late salaries of two months will pay urgently. also give them promise that continue monthly payment without delay.
Only accepts the job if everybody is paid in full. If that isn't possible you have the same basic problem throughout the Project and bad moral.
As this scenario should be counted as part of identified risks to complete a project, first thing as a PM, I would do arrange for paying of the salaries from contingency reserve.
As salary being hygiene factor should be sorted out first and foremost to boost up the teams morale. Motivation falls in place automatically
The team are the most valuable assets in the project. So, the first priority is to fight for their work rights and keeping the project along its planned track.
Your team is very important in any project and low morale mean low productivity. I will make sure they get paid half if not full, and the rest will be paid within few months.
From the well's mouth and never from its bottom !
As I'm trapped with this bad situation I'll handle it for max three months .....
