How can I get system administrator or IT technical support engineer job in Saudi Arabia?

What is your current Qualification? If you do have an industry standard certification (e.g.
Cisco or Microsoft) then, you need to enhance them.
like if you did MCTIP in windows server2008, you need now2012 server edition.
In Cisco case, if you have CCNA , go for CCNP or CCDA exams

Send your CV & professional cover letter to jobs advertised in classifieds section of newspapers.
You may have to send tens of job applications daily for months but don't get discouraged.
If you can't get a job inn Saudi Arabia due to the laws there, you can try other Gulf countries such as Oman, Qatar, and UAE or you might go for Canada and Australia which have a high demand for IT professionals.
Consult an immigration specialist in this regard.
  As for going to foreign country on visit and then searching for job there, I do not recommend it.
The time period on visit visas are extremely short, usually one or two months and the expenses in those countries are high not to mention the travelling and visa costs, so you'll be hard-pressed to take any job you're offered if you are lucky to be offerred a job.
In most cases, you may not be successful in your job search since it may take months to get a job offer, thus you'll have to return to your country unsuccessful.

Sir Sheikh Muhammad Aamir for your kind input but my primary question was even if we get those certifications, but how to reach the saudi market as they have nitaqat kind of laws hindering expats to get work permit visa, I was asking if any solution like in other middle east countries to go for visit visa and hold some job interview there and if got selected get their work permit from the same company.
Anyways I must appreciate your reply and you'rte right one must enhance his certifications in the meantime.
